The Division of Criminal Justice Services’ Office of Forensic Services (OFS) administers the State DNA Databank in cooperation with the New York State Police Forensic Investigation Center. The DNA Databank contains various indices, including the “Forensic Evidence Index” which contains DNA profiles obtained from crime scene evidence; “Convicted Offender Index” which contains DNA profiles obtained from offenders convicted of certain qualifying criminal offenses; and the “Subject Index” which contains DNA profiles from offenders convicted of crimes whose DNA was collected pursuant to 9 NYCRR section 6192.1(z) and (aa). The profiles maintained in these indices are routinely compared with each other in order to identify and link crimes that may have the same perpetrator. Law enforcement and other criminal justice agencies throughout the State collect DNA specimens from eligible offenders for inclusion in the Databank.
A paramount function of OFS is to ensure statewide compliance with the collection of DNA samples from all eligible offenders. The reports below promote public safety by providing critical information to agencies on DNA collections in their jurisdiction to ensure that no investigative leads are missed.
